Answers are drawn from the official rulebooks and our own policy documents, and each citation opens to the verbatim text. When the documents don't cover a question, the assistant is built to refuse — and how often it manages that is measured below, including where it doesn't.

The baseline hallucinated on 25 of 25 unanswerable questions. The production pipeline refuses all 25, with the correct refusal type on all of them. Those are in-sample figures. On 20 questions written afterwards it refused 16 and named the right type for 5; of the four it answered, one stated a rule its cited section does not contain.
